From a risk perspective, I would prefer Saban, Fisher, Briles, Shaw, Jim H., John H., Strong, and Franklin in that order from the names mentioned.

2. He can make as much money, with much more job security. Winning at Texas is much easier than winning in the NFL, which has has done as well as any coach in the NFL during his tenure. People are already talking about his job security, despite his amazing record in Baltimore with an aging roster and no star QB.

It's been stated that he, due to his young family, is somewhat tired of the NFL grind and those close to him said he's looking back to college. If you've already won at the highest level, you are a family man, and believe college life is better for raising that family, why not? He has nothing left to prove.

There may be no one better for this. There are perhaps and probably some equals at this, but none better.
The possible analogy I see here is Pete Carroll to USC (2001). They immediately became the kings of recruiting and, according to some, soon after that became the greatest team in the history of college football (and warfare, and the universe even). Like USC, we have a lot of built in advantages - just waiting for the right person to exploit. Unlike USC, we do not have to and will not cheat.
Probably the best two things about Mack Brown were (a) clean program and ( B) good recruiting. I think that Harbaugh would be just as ethical as Mack, but exceed him in both yield and efficiency on the recruiting front. Lastly, Harbaugh showed a knack while the HC in Baltimore of identifying and hiring the best assistants available -- addressing another one of Mack Brown's key shortcomings.
