Transfer Portal?

Will somebody with knowledge of the new NCAA rule please explain the new "transfer portal" to me? Apparently, Cameron Rising is going on a visit to Utah. Does this mean he's now obligated to transfer or does our staff need to recruit him all over again?

He still has the option to return, I guess, but this doesn't look good.

The transfer portal allows players to explore other opportunities and allows other schools to contact them. A player being in the portal doesn’t necessarily mean they are for sure gone, but it means they are at least kicking tires.

Who pays for the trip?
If they did not use all of there official visits during the original recruitment they can use one on these visits. SO the new school they are visiting pays for the trip. If they don't have any visits left they have to pay. You are allowed 5 official visits.total.

This could mean Hurts to OU.

Report: Oklahoma Backup QB Austin Kendall Enters NCAA Transfer Portal

Oklahoma backup quarterback Austin Kendall is entering the NCAA transfer portal, according to a report from Tulsa World's Eric Bailey.

Kendall played backup to Heisman Trophy winner Baker Mayfield during his true freshman year before sitting out a redshirt season. In 2018, Kendall played behind Kyler Murray, who took home the Heisman this year.

Kendall has already graduated and will be eligible to play immediately if he transfers to another school.

Without Kendall, Oklahoma has redshirt freshman Tanner Mordecai and five-star signee Spencer Rattler set to take his place. The Sooners could look to add transfers with top quarterbacks like Alabama's Jalen Hurts and Ohio State's Tate Martell entering the transfer portal this week. Notre Dame quarterback Brandon Wimbush also announced his plans to enter the transfer portal after the Fighting Irish's season ended with a loss to Clemson in the College Football Playoff Semifinal.

In his limited playing time, Kendall completed 28-of-39 passes for 265 yards with three touchdowns in six games.

Who pays for the trip?
Utah or whoever brings the potential transfer on campus.

I guess UT could rescind Rising's scholarship to "send a message" if they wanted to play hardball with others considering a transfer.

They aren’t going to do this and it wouldn’t be wise. Especially when the kids could ultimately decide to stay and the coaches are trying to keep them.

That would be terrible PR. That's why Kirby Smart said that Fields would play in the Sugar Bowl even though he didn't.

Besides it's the best move for Rising. Unless Sam is injured then he should be the QB for the next two years. Then Rising would have to compete with Roschon Johnson and Hudson Card

Is Jalen hurts a graduate transfer or an undergrad transfer who has to sit out a year?

I didn't say it was a good idea, but a coach has the option IF  he wanted to play hardball.

Agree the optics would be terrible and very bad PR
