Not to my knowledge.  They can block any and all NLI institutions if they so choose.  Then the player has two opportunities to appeal. Approximately a 3-month process to go through both appeals.

Just looked it up. Gundy blocked 40 schools when a former OSU QB elected to transfer. Shannon, formerly of Miami, blocked every ACC and SEC school for one of his players. He also blocked every school in the state of Florida, despite the kid wanting to play at USF in Tampa Bay because that is where his father was being treated for cancer.

That is too much. I can understand blocking a conference and any OOC rivals. But I don't agree with blocking a state.
