Don't pay Chip any attention, it's pure speculation on his behalf.

The job is Heard' to lose and I don't see it happening.
Based on what??!! What did you see from Heard as passer this past season that you can say it's his job to lose when we have a new OC & system that requires a good passing QB?

I think it's wide open. I think Heard, Swopes, Locksley, Merrick and Buechele will all get a shot.

Gilbert will play the one who runs his offense best.

SHA pretty much sums it up. 

But I will add that I think you are going to see a totally different mindset when it comes to QB coaching/development and play calling. You are going to see QB's that are coached to play with confidence and you are going to see play calling that will put the last 2 years to shame. 

I don't know who will end up as the starter, although if I had to make a guess right now I would lean toward Heard. And I also fully expect Buechele to redshirt.

Looking at the past season as a whole, Heard didn't show much as a major college QB. He showed a few flashes of greatness and that was all. Maybe he'll improve next season, but he's got a long way to go.

Heard should be a better QB next season than he was this season. Don't know why anyone would think otherwise. He is going to get far better coaching than he has ever had since he has been at Texas. As will all of the other QB's.

I will say that Heard was not impressive throwing the football last year. I don't know yet if that is related to ability or offensive scheme. Its very difficult to compare Buechele and our current QB's. We have to see if his HS success translates to College success. I looked back and compared Heard' s SR season and Beuchele's:

Heard 144/232 62% comp. 2,136 yards, 22 TD, 7 Int. 2,161 yards rushing, 27 TD's

Beuchele 138/213 65% comp. 2,043 yards, 19 TD, 4 Int. 643 yards rushing, 7 TD's 

Too many variables to say one is better than the other at this point. I doubt either would have looked good last year. All five will have the opportunity and we will count on Coach Gilbert to find the right guy. I wouldn't tab Beuchele as the starter based on HS results and I wouldn't tab Heard as a flop based on last years results. I'm just glad we have options to create competition. I believe whoever starts will have a good season thanks to scheme, coaching, and ability.
