What's up with all the '19 OOS offers after the '18 "keep Texas talent in Texas" haul?

If all those DE's do end up signing with us does that hurt us with the 2019's? Leal, Sweat, Stripling, etc.?

Was hard to see Eagles get open and not being able to make plays since the USC commit QB was just looking to throw it to his HS and now future college teammate St. Brown.
