The SEC has the same issue, but to a lesser degree. Based on value Vanderbilt doesn't deserve the same payout as Georgia, Alabama and Texas?
Based on value, no. Based on "why am I in this conference?" Yes.
If you repeatedly shortchange the lower tier conference teams, then you're probably insuring the top tier they will remain top tier. Equal payout, perhaps even chances.
Equal conference payouts doesn't give each team an equal chance. Bigger Schools can get more money with bigger stadiums and media rights. Money was the biggest driver of the latest conference re alignment and will almost certainly continue to drive change.
I'm not arguing for or against equal payouts, only pointing out that it causes bigger schools that are subsidizing smaller ones, to look for better options. No matter what revenue sharing model you choose, you won't make everyone happy.
If you have a smaller market, less students and less alumni then a bigger stadium won't bring in more revenue.Sure it can. More money and maybe they expand their stadiums, creating greater revenue. The media rights thing is incorrect, since that is a conference thing, not a team by team thing.
Your alternative is to be rid of the schools like Vanderbilt (though they have performed well in the past) and replace them with blue bloods.
Imagine your team playing a top team every week, since your whole conference is nothing but top teams. That's pretty tough on a team. Plus, the seasons are going to be longer with the CFP, creating more pressure. The entire. season becomes a fight for your life type thing because there are no weaker teams to give you a break in the schedule.

B1G payout average 20.9 million.
BIG12 payout average 13.9 million
ACC payout average 11.24 million
Notre Dame 13 million.
If the ACC doesn't give florida state a significantly bigger share they are going to go even more ballistic but snce the ACC knows fsu will leave as soon as they can they have no incentive to appease them.
