Yep!  Ummm hmmmm!  He thought it was permissible if the bike is not secured!  Yeah!  It wuz just a little misunderstanding!  Ummmm Hmmmm!  That's the ticket!

So using his logic, if I go over to the local bike shop and the bikes are not chained, I'm OK to load up 1 or 12 and it's all OK? Sounds logical to me. I'll post how that turned out in 3 to 5 years.
