Mark, re-sodded half my from yard in June (St Augustine); has it been down long enough to fertilize? What about treating for bugs and fungus now as well, all clear for those treatments? Can you treat proactively for fungus, or should you only treat when it is suspected?

You're clear to apply all of the above. I would definitely be pro-active on the bug treatment (chinch). Treat heavily any areas you suspect are active.

I would not "pre-treat" for fungus. There are only so many fungal applications you can put on a lawn during a year and you may need to apply and re-apply down the road.

One way to avoid fungus is to dial back your spreader setting slightly when you fertilize, giving you a reduced fertilizer ratio. Nitrogen enhances conditions for fungus so if we back off a little it goes a long way during the fall. Make sure you're now watering during the morning and not evenings, too.
