It could also be a built-in PR move for him to make it look like Michigan didn't give him what he wanted and it's his free pass to leave for the NFL, even though what he's asking for is basically impossible.
I think the reason Michigan made the offer and won't guarantee the offer for NCAA violations they know are there, is that Michigan wants to have it three ways. They want Harbaugh to coach; they want to be able to fire with cause if penalties are harsh; and they want the alums to believe they did everything they could. Harbaugh wants his $100M and he doesn't care whether its Michigan or an NFL team.I don't know. The University knows about the alleged violations, and is still interested in giving him a huge extension.
I think it's crazy that they don't care about these very serious violations, but if they want to give him an extension knowing about those violations, then it's not unreasonable for him to ask that what they already know about won't be used against him in the future.
Them trying to ignore these violations is ridiculous, but this is where it naturally leads._
