NCAA Transfer Policy to Change?

We may see a size-mic shift in the NCAA transfer policy. In the coming months there will be a vote on allowing basketball players with a grade point average of 2.6 or better to transfer and not have to sit out the usual year.

The thought is to reward players for keeping a high grade point average and the schedule looks like a vote in August and the rule to be enacted for the 2014-15 season. For now the rule is only for college basketball programs but word is it will quickly be adapted for all NCAA sanctioned sports programs including football.

There will still be some guidelines: By way of the Bylaw Blog's John Infante

Athletes would still need to get permission to contact another school before transferring. But permission would be tied to practice and competition, not athletics aid. So even if permission was denied, the athlete would still be able to receive a scholarship.
Athletes who do not qualify to play immediately at the next school would still receive an extension of their five-year clock so they can use all their eligibility.
Tampering with an athlete by another school would be considered a severe breach of conduct, a Level I violation, the highest in the NCAA's new enforcement structure.
The 2.6 GPA is used because it's the line where schools are docked APR points should a player transfer. The good news for athletes like, Garrett Gilbert, who wanted to transfer and Texas didn't wish to block his transfer, could transfer and not miss any playing time. It's not perfect but it's a good start.

Thanks for clearing that up. Any reason as to why they are trying it with basketball first?

I think it is ok but hope it doesn't give guys an easy out. I think there is a fine line between players not working out at schools and players just wanting to transfer on a whim. Worst case scenario is this could be "free agent" pickup by schools -- if you get my drift. Seems scandal-prone to me...

The school still has to approve the transfer..

Guys like Mack Brown don't disapprove transfers. He does what is in the best interest of the kid. That's why everybody luuuuvs him...

He might have a change of heart if a high profile player he doesn't want to lose requests a transfer to say ATM or OU?
