Parents have to buy them. Booster club cannot buy them, but parents can have fundraisers.

Usually, the parents or the booster clubs pay for these type of things.

Yep, it's the parent's responsibility to buy them. It would be nice if the money the schools made from the playoff games could be used, since some of the kids might not have the extra money to buy one. Most of the time though, someone comes up with the money.
