I believe if the player finally gets his release from his LOI and hasn't already enrolled (Hudson, Duvernay, Cobb etc) then Baylor can't put any conditions on them. They'll be free to go wherever they want.

Tren Dickson also wants out and has requested being released but they can put stipulations on him because he's already enrolled so he will be an actual transfer unless the NCAA grants a full release for some reason.
