When you say slowdown on spending, I guess you mean "not as much of a deficit". My trivia question was about "budget with a surplus". Clinton was in office when the last budget with a surplus occurrec. So he gets credit for that.

Because taxes were raised in the reagan yrs and "Read my lips, no new taxes" yrs. The deficit blew up and the pay ratio of CEO to work exploded.
