Don't think Texas wants to be the first "big dog" to offer.
Texas staff has been in contact with the John Tyler coaching staff. Requesting more film on Warren. An offer will come, just a matter of when, not if.
On a related note. Sam Houston State has to be sick. They almost had them a steal.

Warren does have Purdue and Arizona St.. He isnt going to end up at Purdue though. More than likely the first school from Texas that offers him will get a commit. Shorter is getting a medical and could just end up running track for UT and not playing football.

That's a sad deal with Shorter. Such a phenomenal athlete. Hopefully he'll get to do something while at Texas.

If he commits to FSU, which is one of his final 3, this might send Locksley to us as FSU has one QB committed already (but see article^ they are trading barbs)
