There is no difference other than the teams that graduated to P5 conferences are already there and earning big bucks. If there is a closed system, in this case where we never truly know who the best team is because the playoff is too small, why would the teams who enjoy their monopolistic position in P5 conferences want to allow the UHs, the Cincinnatis and the BYUs access to the monopoly? Texas and others do not want to legitimize UH because it could effect their recruiting directly. OSU does not need Cincinnat to be legitimized within their footprint. Nobody seems to want to legitimize the LDS in part because they could effect recruiting for Mormon athletes everywhere. In my opinion, UH is more legitimate than TCU in their potential to lock down their giant tv market they inhabit. If anybody thinks TCU's stands are filled with Disciples of Christ they are deluding themselves. When TCU wins the stands will be full. When they lose they will be just as empty as when I attended.
Regarding the machinations of the expansion gambit, if the BIG XII achieves a 2+ million a year raise for each of their existing members it will have been a successful enterprise. Anybody that thinks the BIG XII would not see payout on their investment in much less than a year on this deal is silly. Boren may be looked at very differently if everyone gets a raise through 2025. How much money would you suppose the BIG XII spent on this?
