In my front bed, there is a 3" wide PVC pipe that was sealed with a rubber cover and clamped closed.  . .

The pipe runs straight down about 2 feet then bends under the house.

Any idea what it is for?  Can't be a drain pipe as the top was sealed and I cannot imagine draining under the house, away from the house would make sense but it's free standing and does not appear connected to anything.

Any idea what it is?

Did that area used to be a bathroom?

Sounds like a sewer line. They are done in PVC and would run under the house and tie in with the city in the front in the easement.

Water lines are done in copper or metal so can't be that.

Drain lines are seldom done in 3" PVC. When they are, it's a mistake. They clog too easy. We use 4" PVC on any drain.
