It means that Perry could care less what Powers wants.  He wants him gone - now!

powers' request seems like a reasonable solution which means it has no chance of being considered.

It means that Greg Abbott, or the new governor, would be responsible for the next President of UT, not the lame duck Governor, with no support from the citizens of Texas, currently residing in Austin.
