The article addresses allowing untrained unlicensed people to carry. Untrained and unlicensed are the key words. I can foresee many issues with that. An analogy, we have a drivers license for a reason.Is the gun pointing at you? Or is it holstered? Its pretty simple. Open carry is more or less a deterrent in itself. That said, I prefer not telling the world I have a gun (conceal carry). The criminal will look to shoot you first if they know you're packing.
Pointing the gun at someone or holstered; I believe you're addressing my general scenario. It's not a simple as you think. Mainly because "fear for ones life" is subjective. The gun could be holstered and the hand swings towards it. At that point, "fear for ones life" exists. Again, that's subjective.
