The Rose Bowl is tops, because of the pageantry, parade, weather, etc. If the State Fair was held at the same time as the Cotton Bowl (and the game played in the actual Cotton Bowl) it would be closer to the Rose Bowl. But Dallas weather in early January is almost always going to suck
